APCTA conference held

ITANAGAR, Feb 21: The 6th annual conference of Arunachal Pradesh College Teachers’ Association (APCTA) was held at Jawaharlal Nehru College, Pasighat on February 18 and 19.

On the occasion, Dr.A K Mishra, Dr Vineeta Dwarah, Tage Yama and Razzeko Dele presented their papers on the core issues of Higher Education.

Altogether, 100 delegates from different colleges of Arunachal Pradesh and the teaching fraternity of the host college attended the conference, which was inaugurated by Deputy Commissioner OpakGao and also attended by ZPM Chairperson, Chief Councillor, HoDs of different Departments, Bank Managers, members of the Educational Institutions.

 

DHS organizes Baby Show competitions

AALO, Feb 21: The District Health Society Aalo organized a Healthy Baby Show Competition at Aalo on February 20 last.

The prizes were given away by Incharge Deputy Commissioner Moki Loyi to Sogam Dabi, Tomo  Basar and Ansuman Gogoi the 1st, 2nd and 3rd prizes winners respectively and also to the consolation prize winners to Kargam Talom and Lige Lollen.

12th APB&OCWWB meet held

ITANAGAR February 21: The 12th Board Meeting of Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) was held here on February 18. Chairing the meeting, APB&OCWWB chairman Nyamar Karbak informed about various welfare measures being undertaken by the Board and also various problems being faced by it. He further informed that ambulances procured by the Board will be donated to hospitals and registered NGOs.

Secretary of the Board S De Sarkar highlighted about action taken report, financial position of the Board etc. through PowerPoint.

Many important issues for welfare of the Board were also taken up for discussion.

The first ever coordination meeting of Labour Officers cum Cess Assessing Officers and Registering Officers of the Board was also held here on February 17.

Karbak advised the officers to discharge their duties sincerely and also to identify the departments not complying with the Cess Act.

APCC slams Jayalalithaa

ITANAGAR, Feb 21: Reacting to Tamil Nadu Chief Minister J Jayalalitha’s decision to release all seven convicts in Rajiv Gandhi assassination case on 19th February 2014, Arunachal Pradesh Congress Committee today slammed her  saying that the  it was irresponsible and politically motivated decision. The decision fails to take into account the scourge of terrorism and the spirit of constitution” APCC added. The Pradesh Congress Committee said that by doing so the government of Tamil Nadu denied justice to the families of all who lost their dear one  in the attack and also shaken the faith of every law abiding and patriotic Indian. Later it lauded Nabam Tuki government for formally announcing the devolution of powers, functionaries and fund to the Panchayati Raj Institution and Municipal Councils during 28th Statehood day celebration.

Meanwhile National Students Union of India(NSUI) Arunachal Pradesh Unit staged a protest march demanding justice to former Prime Minister late Rajiv Gandhi at Tennis Court IG Park today. NSUI state unit also burnt the effigy of Tamil Nadu Chief Minister J Jayalalitha.

 

Assam Rifles distributes sports items

ITANAGAR, Feb 21: In an effort to maintain cordial relation between local people and security forces and to provide sports facilities to the people of Changlang District, The Assam Rifles conducted a project in which various sports items were distributed to people at Rangringkan, Mullong-I and Mullong-II villages on February 20 last.

The Assam Rifles hope that this project would also encouraged the younger generation to participate in various sports activities and also brought the security forces closer to people of Changlang district.

Demands assured, claims AAPSTEWA

ITANAGAR, Feb 21: The All Arunachal Pradesh State Transport Employees Welfare Association (AAPSTEWA) has claimed that the general manager, APSTS, has assured of fulfilling its long pending demand.

The association had submitted a memorandum to the GM on February 17 demanding modification of recruitment rules after re-examining, regular conduct of DPC group C & D staff, appointment and regularization of contingency staff of STS buses, modification of present bus body system, renovation of Naharlagun Bus station, promotional avenue from the lower post etc among others.

The delegates from AAPSTEWA also met secretary transport who also assured of fulfilling the demands.

 

3-day PMEGP exhibition begins

ITANAGAR, Feb 21: Altogether 12 KVIs are participating in the three day district level prime minister’s employment generation programme (PMEGP) exhibition which began yesterday at IG Park here coinciding with the 27th statehood day celebration.

The exhibition is being organized by the state Khadi & Village Industries Board and sponsored by the Khadi & Village Industries Commission, Ministry of Micro Small & Medium Enterprises, GoI.

The first day saw a total sale of Rs 5 lakhs with Opu Ama Welfare Society registering highest with Rs 1.80 lakhs.

State industries secretary DR SS Ghonkrokta,  visited each stall and encouraged the stall owners to increase their business manifold.

 

Sanitation walk

CHANGLANG,Feb 21: Nirmal bharat abhiyan under PHE&WS Department Changlang division organised a sanitation walk as a part of celebration of sanitation week.

The walk was participated by the school children, teachers, public, PHE staff and every walk of life promoting awareness on water and sanitation & hygiene.

The schools were given NBA caps, banners and posters to generate awareness.

An essay competition on the topic "role in promotion of water sanitation and hygiene" was also conducted for the school student as a part of Nirmal bharat abhiyan (NBA) programme.

 

Environment awareness prog held

ITANAGAR, Feb 21: An awareness programme on Sustainable Environment, Forest and Wildlife was organized at Kanubari, Longding district by Ophan Tinu Transport Society (OTTS) recently sponsored by the Dept. of Environment & Forests, GoAP, Longding Forest Division, Kanubari. The programme was attended by 122 participants from various parts of Kanubari sub-division.

Kanubari ADC N Wangjen and Kanubari ZPM Mitali Wangjen attended the programme and stressed on the importance of conserving forest and wildlife for maintaining ecological balance.

JK Hipoh, Divisional Forest Officer, Kanubari  assured to provide all possible help and co-operation to any NGO,  who come forward to work for conservation of forest and wildlife in the district.

Statehood Day celebrated with enthusiasm

ITANAGAR, Feb 21: The 28th Statehood Day was celebrated with great enthusiasm in all district and other administrative headquarters of Arunachal Pradesh on February 20. The main celebration was held at Indira Gandhi Park here with three-day ‘Festival of Arunachal’.  

Addressing a huge gathering on the occasion at Indira Gandhi Park here, Arunachal Pradesh Governor Lt. General Nirbhay Sharma called upon the youths of the state to prepare them to meet challenges of the future. Arunachal Pradesh can forge ahead faster, if everyone cooperates and participates in constructive development related activities. he said. “We can become one of the leading states in the country, if all of us contribute to the best of our ability and capacity towards the achievement of this aim”, the Governor said adding  “Let us maintain age-old tradition of being good neighbors, display mutual tolerance and shun racial discrimination”.

The Governor said that  Arunachal Pradesh has traversed a long path to attain the present day progress and advancement. Many important milestones have been accomplished and number of developmental projects have been taken up, he said adding in the last five years, Prime Minister’s special economic package has given huge thrust to infrastructural development, in terms of road, air and rail communications, power projects, health and rural development.

Stating that several infrastructures and socio-economic projects are progressing satisfactorily including the works on Trans Arunachal Highway, Legislative Assembly building, hydropower projects, secretariat building, water supply projects, Sharma added that the implementation process has immensely benefited the indigenous tribal communities of the state. Saying that the state is now getting ready to board the first train at Naharlagun, which will be a big boost to our connectivity, the Governor informed that a Greenfield Airport is coming up and the ALGs are being upgraded, a Mountaineering Institute (NIMAS) being established, besides a State Memorial to be constructed near IG Park to salute the martyrs of 1962 war.

“As committed with ‘People First’ approach, the state government is determined to exploit its resources and make Arunachal Pradesh one of the leading states of the country. Its focus is also on empowering women and youth, so as to inculcate the spirit of entrepreneurship in many areas of socio-economic advancement. The state aims to free itself from social injustice, ill-health, inequality and promote education amongst all, especially the girl child. It will continue to give priority to eradicate poverty and checking corruption, while carrying forward the development agenda of providing maximum employment opportunities to the youth of the State. And at the same time, it has been striving forward to ensure maintenance of peace and tranquility in the state”, the Governor said.

The Governor said that with its commitment and zeal, the state government under Chief Minister Nabam Tuki has taken up many initiatives and launched programmes, including Chief Minister's Award for Excellence in quality education, Saakshar Bharat Mission, National Food Security Ordinance 2013, Mukhyamantri Paryatan Vikas Yojana, Chief Minister's Disability Pension Scheme, Chief Minister’s Universal Health Insurance Scheme and many more. Giving an account of the initiatives of the state government during the last one year under Chief Minister Nabam Tuki, the Governor informed that many first ever initiatives have been taken up by the government that includes Job Mela cum Skill Development Rally and Arunachal Film Festival. He said that the state government will continue to address the challenges of underdevelopment in interior and remote areas. In particular, development of the border belt is one of the main planks of development in the state.

The Governor, earlier unfurled the national tri-colour amid playing of national anthem and took salami guard.

In his address, Chief Minister Nabam Tuki said that in tune with the UPA government’s policy for responsive and transparent governance, state government has decided to bring Lokayukta Bill in the ensuing Budget session of the State Assembly.

“There have been few unpleasant incidences in the recent past which has shaken the state and its people. The whole world stood behind Arunachal Pradesh to protest the racial death of our son Nido Tania. President of India, Pranab Mukherjee, Prime Minister Dr Manmohan Singh, UPA chairperson Sonia Gandhi and Home Minister Sushil Kumar Shinde have supported the cause for enactment of strong anti-racial law,”  the Chief Minister said and revealed that the Congress Legislator Party in its recent meeting has unanimously resolved to demand an anti-racial law while extending solidarity to the bereaved family.”

The CM further informed that  to uphold the freedom of the Press, government has deployed police personnel and installed CCTV cameras in all media houses for effective security and all media establishments in the state capital have been declared prohibited areas after 5 PM to ensure safety and security of the media persons.

Pointing on the recent unfortunate incident along the inter-state boundary, the Chief Minister informed that the state government along with Assam government has drawn the attention of Union Home Ministry to find a lasting solution to the imbroglio. He also appealed to the people of both the states to maintain their age-old relations and thwart attempt of divisive forces to stain our ties.  

On development activities,  Tuki said that the government had taken many initiatives for providing ‘Power to People’ through a committed goal and vision with numerous policy decisions to benefit all sections of the society.

The Chief Minister, who officially launched the devolution of power to Panchayat Raj Institutions and local urban bodies on the occasion, said that the government is devolving powers, functionaries and fund to the Panchayati Raj Institutions and Municipal Councils besides giving top priority to the empowerment of youth, women and the farmers by channelizing their power towards nation building in order to provide “Power to people”.

Tuki further informed that vehicles to all the Zilla Parishad Chairpersons have been provided and fixed honorariums, while financial powers up to 5 lakh have been granted to Gram Panchayat, up to 7 lakhs to Anchal Samiti and upto 20 lakhs to Zilla Parishad.

“We also created 768 posts of functionaries under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan ranging from 591computer-cum-account assistant to   Panchayat Technical Assistant (JE) 177 posts. In all 68 Gram Panchayat office buildings are being built with Rs 6 lakhs each under the above grant”, the Chief Minister informed, adding “My government has also earmarked financial package of Rs. 30 Cr. for PRIs to be divided among 177 Zilla Parishad segments.” On the occasion, Tuki announced that there is a special grant of Rs. 95 Cr. as “Performance Grant” from the Union Ministry of Panchayati Raj which shall be released only after the assessment of performances of the PRIs. He further called upon the PRI bodies to perform their best in providing services to the rural masses and avail the benefit.

Stating that as per the 74th Constitutional Amendment Act, municipal elections for the first time were held for Itanagar and Pasighat paving way for grass root level decision making in the urban areas, he added that Municipal Bodies will be constituted for other urban-centres of the state in a phased manner.

He said that new office buildings and vehicles to the chief councillors, Deputy Councilors and Municipal Secretaries of both the municipalities have been provided and separate budget of Rs. 5.46 Cr for both the urban local bodies and Rs. 23.24 lakhs under TFC grant have been transferred. “We have transferred all total 14 functions including civic charges enlisted in the 12th Schedule of the Constitution of India, while remaining functions shall be devolved in a phased manner.  We have decided to provide additional grant of Rs 5 Cr. for the Municipal Councils of Itanagar and Pasighat”, Tuki said and further informed that the government has decided to provide financial powers to the Chief Councillor upto 10 Lakhs and Municipal Council upto 20 lakh.

Slaughter house worth Rs. 1359.74 Lakh has been sanctioned for Itanagar by Government of India while burial and cremation ground is being proposed for Itanagar for Rs. 10 cr as central grant, he said, adding that the government is according special attention towards the welfare and wellbeing of its employees.

Highlighting on the government’s initiatives, Tuki said that the government is alive to the problems of working class so a number of welfare measures have been initiated and the minimum wages of labourers have been enhanced.  

Tuki also spoke on the progress made in Agriculture and Allied Sectors, education sector, infrastructures, tea and rubber cultivation, besides implementing landmark Flagship Schemes of the UPA Government in the state.

Paying his tribute to late Rajiv Gandhi, former Prime Minister of India, who conferred the Land of Rising Sun, Arunachal Pradesh a new political identity, 27 years ago, Tuki said that the transition of this hilly land-locked state over the years has been incredible. “The state has transcended from its infant stage to one of the fastest growing states in the country today. Social sectors, human resource development, tourism and infrastructure development witnessed a quantum leap all these years while we made satisfactory progress in promoting Agriculture and allied sectors in the state”.

Earlier, while welcoming one and all to the Statehood Day celebration, Finance Minister Chowna Mein said that the state has made rapid stride in the pace of development and is on the threshold of new era of development and called upon all to rededicate themselves for the development of the state. Education Minister Bosiram Siram also spoke on the occasion.

Later, the Governor declared the three day “Festival of Arunachal”organized on the theme “celebrating oneness” coinciding the Statehood day.

Other highlights of the day included – release of Souvenir by the First Lady Jyostna Sharma, presentation of state awards, devolution of powers to local self governments, launching of CM’s Universal Health Insurance Scheme by presenting the scheme to two beneficiaries namely- Gyamar Piter and Tana Sai, colorful cultural display, inauguration of exhibition stalls and Food Village by the First lady, inauguration of Pan East Trade Expo by Madam Nabam Yani, final match of CM’s trophy for football & Volley ball ( Men & Women), cultural nite participated by various tribes and Fashion Show.

Ministers, Parliamentary Secretaries, Legislators, senior government officers and officials, members of Panchayat Raj Institutions and Urban Local bodies and general public were present on the occasion.

At Yupia, the 28th Statehood Day was celebrated in a befitting manner. Tai Kaye, Deputy Commissioner unfurled the national flag amidst gathering of officers, staff, PR leaders ITBP jawans, police personnel, GBs, and general public on the occasion.  While addressing the public on the occasion, he said Papum Pare district witnesses many remarkable developments for last few years in various fields including Broad Gauge railway line, Trans-Arunachal Highway, district connectivity road and 4-Lane Highway etc for the benefit of people of state as a whole. He also appealed all the citizen of Papum Pare district for their full cooperation for smooth and fair conduct of coming Lok Sabha election.

Meanwhile, DC also give away the State Commendation certificate to six state awardees of Papum Pare district and Madam Kaye, wife of Deputy Commissioner also presented awards to the Best ASHA of Year 2013-14 to five ASHAs.

Seventeen people including officers and officials in various capacities for rendering outstanding services during the conduct of Census India-2011 under Papum Pare and Capital Complex, Itanagar were also felicitated by ADC B J Duia and EAC T Dupak.

Meanwhile, Tomar Basar, H/A working under the establishment of chief medical superintendent, Arunachal State Hospital (ASH), Naharlagun was awarded as the best staff of the  year -2013-14 by  Papum Pare District on Statehood Day, ASH source said.

At Bomdila, The Statehood day was celebrated in the district with traditional fervor and gaiety. At district headquarters Bomdila, the national flag was unfurled by the Deputy Commissioner AK Singh.

Speaking on the occasion, DC Singh impressed on the need for concerted effort by all to take the district to newer heights of development. A lot has been done and achieved but we need to go further and set the milestone, he said. The state is in an infant stage and any wrong done in this crucial period would set the state on a wrong course, he added. Exhorting the peace loving people of the district to uphold the reputation, he called upon the youths to play an active and welfare oriented role and to shoulder the responsibilities steadfastly.

Later, he handed over the Laptops to the toppers issued by the state government under the CM’s Talent award for the session 2011-12 & 2012-13. Altogether, the district received 101 Laptops. The DC also gave away the certificates and medals issued by the central government for effectively carrying out the census duty / NPR to the Charge officers and the Enumerators.

At Anini in Dibang Valley district the Statehood day was celebrated in a grand way with the unfurling of National Flag by Dipen Molo, ZPM Anini. During his speech, he appealed to all people of the state to be united and to work for the development of our country especially state.

Moreover, Anti Mipi from Mipi village and  Okhomi Pralo from Maroli village were awarded as Best ASHA workers.

At Tawang, Tawang Deputy Commissioner Abhishek Dev unfurled the National tri-colour at the General Parade Ground on the occasion of Statehood day. He spoke about the importance of the day recalling the great leaders of the state who made the dreams of statehood possible for us.  While highlighting the various achievements made by departments in the district, Dev appealed all to extend co-operation to the govt. officers for proper implementation of various schemes, programme and policies of the government. He called upon the people of the district to maintain peace and tranquility as peace is pre-requisite for any development. Dev further informed the gathering about the facilities provided in Jansuvidha and hoped that the Jansuvidha will serve the people more in future.

Dev also gave away commendation certificates to officers and villagers of Lumla, officers of the Social Forestry Division Tawang, Officers/Staffs of the District Police and the Army in recognition of services rendered in containing the recent major forest fire at Lumla on 2nd Feb last.

Later, a volleyball (men) match was played between SP Team & DC Team in which the SP Team emerged as the winners. DTO (Education) team defeated the DTO (Tourism) team in another exhibition volleyball (women) match.

The Subansiri Stadium, Hapoli reverberated with “Ngunu Arunachal” (Hamara Arunachal), as people from all walks of life joined to celebrate the 28th statehood day. Unfurling the national flag Marnya  Ete, Deputy Commissioner, Lower Subansiri District reiterated the need to rebuild and re-dedicate and march on with a sole mission of peace and progress. He informed the public about the job mela held on 18th February at Abotani hall, Hapoli where more than 12 VTPs participated and more than 400 candidates registered for various jobs.

The celebration was marked by various sports and mega dance events. A mega dance performed by all the tribes inhabiting Lower Subansiri was a major attraction. State commendation certificate was awarded to Talyang Shanti of Mothers Home and also the District Administration awarded commendation certificate to Lal Bahadur Karky Chetry for his 33 years of dedicated service as Plant Protection Assistant, Dept of Agriculture.

At Seppa, The Statehood Day was celebrated at General Ground in a befitting manner yesterday.  Deputy Commissioner Tarin Dakpe unfurled the national flag amidst huge gathering.

Addressing the gathering Dakpe said that Arunachal Pradesh has made rapid progress on all front after attaining full fledge state. He also highlighted the historical background and political evolution of Arunachal Pradesh. Talking about abundant natural resources especially Hydro-Power, he was optimistic that State shall be power-house of the country. He lauded the State Govt. for initiatives and steps taken for devolution of powers. He appealed the people of East Kameng to cooperate with the district administration for peace and tranquility in the district.

At Roing: The 28th Statehood Day was celebrated in a befitting manner in the district headquarter of Lower Dibang Valley district too. Wanot Tikhak, ADC Roing unfurled the national tri-colour amidst huge gathering. In his Statehood Day address, W Tikhak has urged the people to rededicate themselves and work hard to make  the district  in particular and state as a whole a developed and peaceful one. While saying that peace and tranquility is the need for any development, he said that maintenance of law and order is the priority of the district administration and police.  

While highlighting various achievements, schemes and programmes of the govt., he called upon all to cooperate the Govt. for every developmental activity and also to avail the benefits under various flagship programmes launched by the state govt.

At Aalo, the 28th Statehood Day was celebrated at district headquarter in a befitting manner. Rajom Jini, Senior Citizen of Aalo unfurled the ceremonial flag on the occasion. Addressing the gathering Jini traced the string of events from NEEFA days to achievement of full pledged state. He said that the journey after the attainment of statehood has opened up vistas of development activities in the state in general and West Siang in particular and we all should feel proud to be an Arunachalee. He also gave away Governor’s commendation certificate to Nyage Loya ADO, Kapu Boje, H/A Yomcha and Badal Sonar, Peon DMO office for their outstanding contributions in their respective field of services.

At Changlang,  The Arunachal Pradesh Statehood Day was celebrated at Changlang district Headquarter in befitting manner. Unfurling the tri-colour, Chairperson Zilla Parisad, Changlang Marina Kenglang, while appreciating the elected representatives of the district and state for taking up number of initiatives on various fronts in the district namely, Changlang-Margherita road, Namchik-Kharsang-Miao road, Jairampur-Nampong-Pangsau Pass road and Miao-Vijoynagar road, Cement Concrete road in Changlang township area, Mini Secretariat at DC’s Office complex she hoped that it would benefit the poor people of the district in many respects. The Chairperson also highlighted important achievements through different departments like PHED, PWD, DRDA, Department of Agriculture, Medical Department, ICDS, Animal Husbandry and Veterinary Dett, Department of Education, etc.

Later, she inaugurated the exhibition and local food stall opened by various departments and the Self Help Groups of various sub tribes of Changlang respectively.

In East Siang: The Statehood Day was celebrated in all the administrative centers across East Siang district on Thursday with great pomp and show. At Pasighat general ground, East Siang Deputy Commissioner Opak Gao hoisted the national flag. In his address, the DC called upon the people of the district to maintain peace and tranquility as peace is the pre-requisite for any development. “I envisioned creating a model district, where peace and harmony would prevail, besides bringing development in leaps and bounds with wholehearted cooperation, dedication and sincerity of my loving citizens”, added the Chief Guest in his speech.

A friendly football match was played between DC XI and PMC Councilor XI in which former defeated the later by 2-1. The 5th IRBn Commandant Vijayanta Arya handed over the prize to the winning team. Various cultural troupes presented group dances etc and SFS School Pasighat enthralled with wonderful Band display. Among others, SP Devender Arya, Dy. Councilor Atik Pertin, host officers and leaders and retired IAS and APCS officers enthusiastically attended the celebration.

At Boleng: The Statehood Day was also celebrated in a befitting manner along with rest part of the state. The ADC Boleng Taro Mize unfurled the national tri-color and took Rastriya Salute from APP Jawans amidst huge gathering. Mize also presented a brief report of developments of the area. Others highlights of the day were cultural tableaus presented by the school students.

Along with the rest of the State, the people of Upper Siang district also celebrated the 28th Statehood Day of Arunachal Pradesh in a grand manner. Deputy Commissioner Liyon Borang hoisted the national flag followed by the guard of honour by the contingent of APP Jawans. Borang in his speech traced back the history of evolution, administrative growth and development of present Arunachal Pradesh- from North-East Frontier Tract to North-East Frontier Agency,(NEFA) and to this present stage of Statehood and being the 24th State of the country. While appreciating senior citizens, public leaders, PRI members and Gaon Buras for extending full cooperation to the government officers and officials in implementing all developmental activities to make Upper Siang a model district in the State, the DC highlighted that MSDP programme is going in full swing in Tuting Sub-Division after the declaration of Payindem as Minority Concentration Block.

RUKSIN Correspondent adds:  Hundreds of students from Donyi-Polo Vidya Niketan, Ngorlung and Rayang KGBV conducted cleaning programme at Ruksin township on Wednesday and welcomed the grand celebration of statehood day. The students during the cleanliness drive cleaned up heaped garbage and other commercial wastes at roadsides and also swept away the dirty wastes from the natural drains in the township. At Khonsa, addressing a huge gathering on the occasion of 28th Statehood Day of Arunachal Pradesh, ADC H Matcha highlighted its significance. Former CM Gegong Apang joins BJP

ITANAGAR, Feb 21: Congress stalwart Gegong Apang, who served as the second longest serving chief minister in the country with a record 22 years, mostly with the party, has resigned and joined the BJP.

Apang, in a letter to Arunachal Pradesh Congress Committee president on February 17 resigned from the primary and active membership of the party, party sources said.

He joined the BJP in New Delhi on Wednesday in the presence of senior party leaders, Arunachal Pradesh BJP unit president Tai Tagak said here on Thursday.

Tagak said that the formal announcement would be made during the Vijay Sankalp Abhiyan Rally to be held at Pasight in East Siang district on February 22 which would be addressed by BJP Prime Ministerial candidate Narendra Modi.

Apang is not new to the BJP as he had led a BJP-led coalition government in the state during 2003 for 42 days, reports PTI

Meanwhile, Apang was accorded warm welcome by the BJP karyakartas at Itanagar District BJP Office 'O' Point Tinali today.

While welcoming Apang in party fold, the District BJP president Tarh Tarak recalled his dedicated service for the welfare of the people of the state. Apang is the Father of the politics in the state and his joining BJP is a very good signal and blessing for the party in the state, he said. BJP leaders also extended hearty welcome to  Raksap Yomcha - Ex- DIGP who in his brief speech have committed himself to work for the party in future.

While addressing the gathering, the former Chief Minister expressed full confidence in the leadership of BJP’s Prime Ministerial candidate Narendra Modi and the National party President Rajnath Singh.

 

 

Ali-Aye-Ligang celebrated

ITANAGAR, Feb 21: Mishing people living here on different occupations celebrated Ali-Aye-Ligang, the main festival of the community, with traditional fervor and gaiety at Mopin-Solung ground here on February 19.

Ali- Aye-Ligang is celebrated on the first Wednesday of Fagun month (between January and February) every year and is associated with agro-based rites and rituals. The literal meaning of Ali- Aye-Ligang stands for first sowing of roots and fruits in which ‘Ali’ stands for seeds, ‘Aye’ for Fruits and ‘Ligang’ for sowing.

Attending the festival as chief guest, local MLA Techi Kaso called upon people of the community living here on different occupations to maintain cordial relations with all and peaceful coexistence that already exists. He assured all possible help from his side and requested them to call him up whenever they need a help from him.

Secretary, WRD, Gaken Ete, who was guest of honour, was all praise for the community for jealously preserving their age-old culture and traditions.

He said that Mishings are also the descendents of Abotani and are said to have migrated to the plains of Assam from Arunachal Pradesh centuries ago. He suggested younger generation of the community to play a lead role in preserving their age-old culture and traditions for identity.

Colourful cultural programme, including ‘Gumrag soman’ were displayed on the occasion by various troupes. The revellers including young boys and girls with their best traditional attires danced whole day to the tune of famous "Oi nitom" and drum beats (Dumdum-lupi). Apong and purang (bolied rice cake) were served to all on the occasion.

Ali- Aye Lingang was also celebrated at Naharlagun.

Cultural troupes from Assam participated and presented traditional dance. One of the senior most employees of SBI Naharlagun Mem Doley also attended the festival.

 

 

Job Mela witnesses huge participation

ITANAGAR, Feb 21: The District Level Job Mela cum Skill Development for un-employed youths of Papum Pare and Capital Complex was jointly conducted by District Industries Centre, Yupia and Capital Complex, Naharlagun on the second day of Festival of Arunachal at the Indira Gandhi Park, here today. Altogether 18 Vocational Training Providers(VTPs) participated in the second day. A small presentation was given by each of the participating companies, briefing the candidates about their company’s profile, services they provide and their successful placement, before the registration began.

Secretary (Industry) Dr. S. S. Ghonkrokta, advising the youth to participate in such Mela, expressed hope that employment problem in the state will be reduced in the near future. He emphasized that such programmes will help in channelizing the youthful energy, which otherwise goes wasted for unproductive works.

Ghonkrokta also advised the unemployed to hone their inborn talent, develop skills and inculcate discipline. He further advised them to apply for VTPs only if they have finished their studies as leave would not be granted in the middle of the training, therefore it is better if one can apply in the next job mela which would be conducted tentatively in the month of July.

He further informed that a counseling session will be conducted at Don Bosco Institute after the completion of Job Mela. After VTP training, National Council for Vocational Training (NCVT) would do assessment of the candidates and successful candidates would be given certificates. After that a candidate will able to apply for skilled-based jobs in India and abroad, he said adding that other than providing job opportunities it has an added benefit of free accommodation during the training period.

Nari- Koyu MLA alleged of fund embezzlement

ITANAGAR, Feb 21: The Ramle Development Committee (RDC), East Siang has alleged its local MLA of indulging in serious misappropriation of funds.

Addressing a host of press persons at press club today afternoon, RDC president Tabom Boje claimed that the local legislator of 36- Nari Koyu Assembly Constituency is involved in misuse of funds allotted for the development of the area while furnished RTI documents to authenticate his accusations.

The MLA has been alleged of using the MLA LAD fund for flood control to protect his private residence- 4 schemes of 25 meters each at Rs 10, 00, 000; embezzlements in National Rural Drinking Water Programme in PHE department, the scheme Nari PWD office wall worth Rs 1.35 crore  from the SPA fund, Kora Mane road bridge, Koyu to Loglu road project, in the department of BDO Nari such as IAY and MNREGA and Mid Day Meal among others.

Boje said, “We have been apprising the concern DC, Vigilance Commissioner, CS repeatedly, but with no response. There has been no action yet.”

“Even if there is, the DC is transferred,” he rued expressing helplessness on where to go now.

He alleged that of the 6 crore Koyu to Loglu road project, only 2. 95 crore was tendered while the rest was not.

Talking of the embezzlement in Indira Awas Yojana (IAY) and MNREGA, he alleged that only non-APSTs and service holders availed its benefit of IAY while the work for MNGREGA was not distributed as per the guidelines.

“Only non-APSTs availed its benefit, while locals were totally deprived of it. And even when some locals were included, they are either in service or are dead,” Boje said.

“After all these years that he has been the local legislator of our area, Sibu, Tabi Ripo, Hipo and Jate village of Upper Ramle Bango are still to be electrified,” Boje added.

The press conference was also attended by general secretary RDC Lipak Nyodu.

 

 

CM Trophy : Capital Complex men, Kurung Kumey women win football titles

ITANAGAR, Feb 21: Capital Complex and Kurung Kumey won the men and women’s football titles respectively in the Chief Minister’s Trophy tournament at Rajiv Gandhi Stadium, Naharlagun yesterday.

Capital Complex defeated Kurung Kumey 1-0 in men’s football final while the women football team of Kurung Kumey beat Lower Dibang Valley 2-0.

Pura Byai (Jersey No-8) of Capital Complex and Gegul Pertin (Jersey No-7) of Lower Dibang Valley have been adjudged as the best man and woman football players respectively.

The women’s volleyball title was won by Papum Pare defeating Kurung Kumey 3-2 (25-16, 22-25, 25-15, 25-18, 15-13) and the men’s volleyball title was won by Kurung Kumey defeating Lower Subansiri 3-2 (25-22, 20-25, 25-22, 20-25 15-12).

Tatung Tayum (Jersey No-9) of Kurung Kumey and Techi Yanium (Jersey No-3) of Papum Pare were adjudged as the best man and woman volleyball players respectively.

The prizes will be distributed on the valedictory function of Festival of Arunachal at Indira Gandhi Park here tomorrow.

Earlier, Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma, who attended the grand finale of the tournament as chief guest, emphasized on importance of games and sports in the state saying that such physical activities help channelize the youthful energy, hone inborn talents and inculcates discipline in them.

Exhorting the youth to participate in sporting events, the Governor expressed the hope the sportspersons of the state would represent the country in various events.

Governor said that those who excel in sports should choose it as a rewarding career, while hinting on State’s Sports Policy that offers cash incentives for national and international medal winners and job reservation for sportsperson in Government jobs.

The Governor, who released a souvenir of Chief Minister’s Trophy for Football and Volleyball on the occasion, complemented the Chief Minister for conceiving the idea for the tournament and said that the competition has given a new thrust to games and sports activities in the State. It has facilitated in spotting hidden sporting talents amongst the youth of Arunachal Pradesh.

He also congratulated the Department of Youth and Sports for conducting the tournament in the Districts and the finale in the Capital Complex.

Earlier, Bilatee Pertin, Secretary, Sports and Youth Affairs, Govt. of Arunachal Pradesh while briefing on the tournament informed that the Directorate of Sports & Youth Affairs conducted competition at Assembly and District levels in all the seventeen districts and in capital complex.

More than 1200 participants including officials were involved in the competition. The Assembly and District level tournament were conducted during the month of January and February 2014 in befitting manner in the respective districts.

Secretary further informed that the Chief Minister’s Trophy for Football and Volleyball, which was launched by Chief Minister NabamTuki at Sangay Lhaden Sports Academy, Chimpu on November one, 2013 will be an annual sporting event in the coming years.

Speaker urges youth to become entrepreneurs

NAHARLAGUN, Feb 21: Speaker Wangling Lowangdong today said rubber as a cash crop could prove Arunachal Pradesh land as gold mine and lauded Chief Minister Nabam Tuki for taking up rubber and tea cultivation on mission mode.

“Land is our right and identity and should use the god’s gift in proper way to mint gold as well as promote tourism to attract farmers from other parts of the country,” said Lowangdong, who was accompanied by Trade & Commerce (T&C) Parliamentary Secretary Phosum Khimhun and director Tokong Pertin.

“Jo suna tha wahi dekha (I saw what I had heard),” said Lowangdong, after inspecting the Maj Rubber Nursery & Plantation at Tarajuli, about 30 km from here. Lowangdong exhorted the local youth to take a cue from young entrepreneur Likha Maj, owner of the garden where 5 lakh saplings were planted for sale.

He took keen interest as Maj explained how he had visited India’s rubber hubs Kerala and Tripura in particular where rubber has brought an end to decades-long insurgency menace.

Khimhun informed that T&C being the nodal department for the purpose would be providing quality saplings and fencing materials to the farmers and coordinate with the Rubber Board of India for the success of the innovative mission mode project.   

Responding to Maj’s plea for appointment of technical staff in T&C department for posting in all districts to impart training to the farmers as rubber holds the key to end unemployment in the state, clamp the insurgency problems in few districts, make the unproductive land productive while channelizing youth energy towards nation building, Khimhun assured to draw the attention of the CM who was committed to youth development.

Pertin lauded Maj as a trend setter and his garden a model one for others to emulate. He said the GoAP has been taking all possible steps to promote tea and rubber cultivation to boost the rural economy.

With vast unproductive land is available in the state, the project could bring a turnaround by immensely contributing to state economy, he added.

Maj, also chairman of agro gramin united which had brought the first agro-horti revolution in the state a decade ago, urged the speaker to enacting a law to make land possession certificate mandatory for rubber cultivation along the foothills of the state. He also assured the speaker to provide technical staff to any entrepreneur seeking help.

ITANAGAR, Feb 21: Mammon Goni of Arunachal Pradesh secured second position in 65 kg category in the 4th Junior National Body Building Championship held at Imphal, Manipur on February 16. He has been selected to represent India at World Junior Body Building Championship, informed Abraham K Techi, president, Arunachal Body Building Association (ABBA).

Three body builders from Arunachal Pradesh headed by ABBA president Abraham participated in the championship which was organized by All Manipur Gymnasium Association under the aegis of Indian Body Building Association.

A total of 250 body builders from all the country participated in the event.

Meanwhile, Manipur CM Ibobi Singh has honoured Abraham with a Trophy for his contributions for promotion of games and sports in North East.

 

 

Kimin Anchal Samiti meet takes absenteeism seriously

ITANAGAR, Feb 21: The first session of the III Kimin Anchal Samiti held recently has adopted several resolutions for all round development of the area.

The meeting held under the chairmanship of Kimin Anchal chairperson Takio Yanu Tarh and attended by Sibo Passing, Member Secretary cum EAC Kimin and all ASMs of the block took absenteeism of government employees staff posted in various departments within the jurisdiction of Kimin Anchal seriously and resolved to write to the concern HoDs demanding stringent action, including transfer of those officials who reluctant to stay in their places of posting and do not attend functions of national and social importance.

Alleging that most of the allopathic doctors posted in Kimin CHC attend duty for seven days only in month, the meeting demanded that allopathic doctors should be available in the hospital for 24 hours. Otherwise, the matter would be informed to the higher authority for necessary action. The meeting claimed that only Ayush and Homoepathic doctors are running the hospital round-the-clock even during emergencies.

The meeting further decided to control/regulate market prices of various commodities and recommendation will be made to the competent authority for cancellation of trading license of those shopkeepers/vendors, who are found selling items at exorbitant price.

For the public peace and safety, the meeting urged the appropriate authority for night patrolling, particularly in Kimin township and daytime checking/patrolling at Kimin-Kakoi road.

The meeting further urged the officers and officials of PHED and power department to perform their duty sincerely for the interest of the common public and also urged the RFO, Kimin to take necessary steps to control illegal timberoperation/ tree felling activities in the area for maintenance of ecological balance.

The meeting further observed that some HODs of Kimin do not inform about the various ongoing / newly launched schemes/programmes undertaken by their department.

“Public Leaders are supposed to know all the schemes/programmes implemented within their jurisdiction,” the meeting felt and unanimously resolved that officers should brief the panchayat leaders about various Govt. schemes henceforth.

The meeting also urged the Education Department to immediately post a principal at Govt Hr Secondary School Kimin as the school is running without principal and vice principal after the death of Principal Tomar Ete in a tragic road accident two months ago.

 

 

Manipur lift 24th Tadar Eachu Memorial Football Trophy

ITANAGAR, Feb 21: Manipur beat Mizoram by solitary goal to win the 24th Tadar Eachu Memorial Football Tournament at NERIST yesterday.

The final match was witnessed by former Member of Parliament and vice president of All India Archery Association Kiren Rijiju and Dr. PR Alapathy, Dean, Students Affairs.

Addressing the students, Rijiju motivated the young talents and encouraged them to take part in sports activities sincerely. He said that North East has great potential to produce high calibre sportspersons. Describing NERIST as ‘a reflection of a miniature form of Northeast India’, he congratulated the organizers for their hard work and for the success of the tournament.

The tournament is an annual event organized by NERIST Arunachal Pradesh Students’ Association (NAPSA) in memory of Tadar Eachu, a 1986 first batch student of NERIST. Every year, nine teams participate in the tournament bearing the flag of the eight Northeastern states and a team representing the rest of India.

Every year the final match of the tournament is held on February 20--the Statehood day of Arunachal Pradesh.

The tournament not only helps develop sportsmanship spirit in the students of NERIST but also foster unity among the students of different states in NERIST. The unity was well witnessed during the crowded final match, which was enjoyed by large number of spectators, according to a NAPSA release.

Record participation expected at USTM Graduate Congress starting Saturday

GUWAHATI, Feb 21: Workshops on a range of issues such as higher or professional education and research, microfinance and business loans, personality development and soft skills, employability – problems and prospects and competitive examinations will form part of the 2ndNorth East Graduate Congress, an initiative of ERD Foundation and the only graduate congress in the country of its kind, scheduled to be held on February 22 and 23, 2014.

Organised by the University of Science and Technology-Meghalaya (USTM) in association with Assam Down Town University, CSIR-NEIST, RIST, and supported by State Bank of India, the Graduate Congress will be held at USTM Campus, Techno City, 9th Mile on the outskirts of Guwahati. The two-day programme is aimed to enhance all-round development and bring out capabilities of the future graduates through various life skill processes to bring out their inherent capabilities and expose them to various opportunities.

Competitions in extempore speech, quiz, best graduate, and write up would enable the youngsters to showcase their talent and vie for honours. The debate competition will touch upon the current issue of mega dams and need for additional power generation.

Nyokum Yullo celebration

ITANAGAR, Feb 21: The Nyokum Yullo celebration at Yazali kicked-off today amid much fanfare with all Panchayat segments of Yazali Zila Parishad participating under a single umbrella. Taba Tedir, Director-cum-Chief Engineer Urban Development Department attended the opening day.

PHE & WS Yingkiong Division conducts exhibition-cum-awareness campaign on Statehood Day

ITANAGAR, Feb 21: Public Health Engineering and Water Supply Department, Yingkiong Division conducted an exhibition–cum-awareness campaign on statehood day at Yingkiong. The theme of the exhibition was to create awareness among the people on importance of proper sanitation, rain water harvesting etc.

PHE&WS stall was thronged by people from all walks of life. The main attraction was the portraying of model showing Low cost individual household latrine and description of proper sanitation through colourful charts and drawings. The aim was to encourage the use of Low cost individual household latrine instead of traditional latrine to avoid various water borne diseases like Diarrhea, Dysentery, jaundice etc.

The exhibition also highlighted the importance of water Rain water harvesting. A model was presented to show how rain water could be harvested and used economically.

Yingkiong PHE&WS Sub-Division also gave a presentation on handling of FTK(Field Testing Kits) for quality monitoring and testing of water sample from various sources.

AALO, Feb 21: In its effort to draw up a comprehensive City Sanitation Plan for Aalo township, the 2nd Workshop organized by Department of Urban Development& Housing was held under the chairmanship of West Siang Deputy Commissioner Pige Ligu at the Conference Hall of DC office on  February 19 last.

Addressing the meeting Ligu said that Aalo town which was once regarded as the most cosmopolitan town of the state witnessed a haphazard growth over the last one decade. The growth in population and migration to the town has been tremendous leading to improper planning, settlement and unwanted growth.

He further said that “what we want is a programmatic city plan covering all areas of the town. and appealed the Intercontinental Consultants and Technocrats from Delhi to draw a perspective sanitation plan with a read vision for the future.

In her key note address, Deepa Tripathi, presented her Inception and Draft Interim Report with vision for 25 years and disclosed that the town gives a poor sanitation scenario due to unplanned and unregulated development as lion portion of the township land is converted to residential areas without scope for parking places, children park, recreational centres, public toilets and other future developments. The absence of Building Construction Regulation and improper planning has led to growth of slums in the town where life of the people go without basic facility. She also brought to fore water supply issues, sanitary system & status, poor sanitation facility in the schools, present demand and supply gap, solid waste management, Storm water Drainage, institutional frame work and urban governance, SWOT analysis on sanitation and drainage.

Krishna Paul dwelt at length on technological options onsite and offsite through power point presentation.

Earlier, Er. Marconi Potom Dy. Director Urban Development and Housing briefed the objective behind conducting the 2nd workshop and sought valuable suggestions from the members of the City Sanitation Plan Committee to draw up a concrete Sanitation Plan for Aalo. DIPRO

Assam should stop

anti-Arunachal activities

It seems that our neihbouring state Assam has not learned anything from border fiasco at Tarasso which led to unfortunate death of many innocent lives. Everyone is aware is that boundary clash in Tarasso happened due to provocative activities carried out by Assamese citizen in connivance with its forest officials. Now this latest report of Assam government officials which include police personnel camping inside Arunachal territory at Kangku circle in West Siang district has caused much distress to the peace loving citizen of Arunachal.

As per local people, provocations by Assam based vested interest groups has created tension in all the bordering areas especially after visit of the three-member Local Boundary Commission in November last. Such mischievous act can have serious repercussion on Assam-Arunachal relation. The Assam government should put an end to such act. They should not allow their citizen and officials to indulge in provocative activities till the boundary commission gives its final verdict.

Act before it’s too late

Dear Editor,

Through the column of your esteemed daily I would like to express severe anger of entire Nyishi people inhabiting Upper Subansiri District against the inclusion of their people and villages in the sketch map of proposed Khemle valley District. During the preparation of the map of said district the people of these areas were kept in dark. Not even a single public meeting was conducted to take the actual views. It was people’s good luck that Deputy Commissioner of Upper Subansiri served a letter to the public leader of Ligu and Liruk villages asking them whether people of these two villages are ready to merge into proposed Khemle District or shall continue to remain in Upper Subansiri District. Because, politically these two villages comes under 24 Daporjjo S/T Assembly Constituency and rest villages are in 25th Raga S/T assembly Constituency. The news of this letter spread like a wild fire in the area.

Within few days Nyshi Elite Society (NES) Upper Subansiri Unit conducted a general public meeting in conference Hall, Daporijo to know the actual desire of people. I was appointed as member of drafting committee of the meeting. The Panchayat leaders, GBs, Intellectuals, students, Govt, employees and general public attended the meeting. In the meeting ordinary public of entire area strongly opposed the move to merge area with proposed Khemle District. They even warned Khemle Valley District Demand (KVDDC) Steering Committee of legal action if their villages are immediately not excluded from the said district map.

Hence, it is my humble request to minister Parliamentary Affairs, Govt, of Arunachal Pradesh, Chief Secretary and Nyshi Elite Society(NES) to kindly reconsider the proposed map and delete the Nyishi dominated areas of Upper Subansiri District before its' official announcement for betterment of people to avoid future complicacy.

Wake up women police

Dear Editor,

It is appreciable that an independent women Police station has been established in Itanagar but it is sad to say that many offences like prostitution, alcoholism and drugs among women specially the teenagers are growing high. Recently when I was driving back from Itanagar to Naharlagun, I saw two teenage girls fully toxicated driving Scooty. At 6 mile near Vantage point, the duo slipped and fell down in the middle of road. The passerby tried to help them but girls were using abusive words and so no one helped them. Later they were lying on the road side. I was there but I did not dare to help them. It was not because I was afraid of them but I am afraid of the law that is new "criminal law (amendment) /Anti - Rape Bill, 2013” which provides ample provisions for the women folk to file case against any person by mere complaint without any proof or evidence. Moreover, the girls were using filthy words which made me more nervous to go near them.

In an another incident in my friend's colony a women complained that she was raped by one man but later it was found that she was a prostitute and due to pecuniary interest the complaint was made. Such privileged provisions are now being misused by the women. The law also prohibits the male police officer to arrest the women between dawns to dusk. Therefore, under such circumstances the male counterpart feels better to skip off to avoid uninvited trouble. In such case the women police can only maintain the neutrality without any hindrance. So, I would like to request the women police team not to stay idle but to carry out patrolling in and around the capital complex and take control of such situations relating to women where male counterpart cannot reach.

Dear Editor,

It’s sad to see Arunachal Times newspaper being repeatedly targeted by various interest groups. I vividly remember years ago noted journalist Tongam Rina of The Arunachal Times (AT) was given death threat for her pioneering work in exposing PDS scandal. It was followed by vandalization of same office by masked men in subsequent year. The most shocking incident which hurt every peace loving citizen of this state was when Rina got wounded in a gun shoot outside the same office. Now am hearing this news about some youths entering into Arunachal Times office and misbehaving with journalist Taba Ajum.

From what I could conclude as serious reader of this daily, it seems AT is bearing brunt of wrong-doers because in the last few years it has emerged as true voice of voiceless people. The contribution of journalists like Tongam Rina and Taba Ajum in the field of Arunachal journalism cannot be ignored. Few years ago when proprietor of AT was Chief Minister of state, it looked more like government mouth piece. However due to efforts of journalist like Rina and Ajum, this paper started receiving adulation of public. The way systematically, AT is being targeted it seems there are powerful people behind such incidents. One can easily make out that some people are not happy with independent reporting of team AT and therefore are trying every means to harm this paper. We have very few journalists who are trying to work for society and we should encourage such people. Since Tongam was shoot, she went underground and has virtually stopped writing which is a great loss for state. Can we dare to lose more journalists in such violent fashion??? I guess, the answer is no. We tend to complain too much about working culture of AP media, but the big question is how much support we offer to those journalists who are putting their own life at risk for the sake of better future of Arunachal. My only request to fellow Arunachalee brother and sister is that please try to understand that violence is not the solution to solve any problem.
